Portia Simpson Miller says special attention must be given to persons with disabilities who traverse the roadways on a daily basis. Chairing the first National Road Safety Meeting since the start of the year on Thursday, February 5 at her office, the Prime Minister said “We must ensure our roads are more user friendly for disabled persons.”The Prime Minister noted that all relevant authorities share a responsibility to meet the needs of persons with disabilities, stating “Our roads must be constructed in such a way that it caters not only to able bodied persons, but also to those with disabilities.”During the meeting which was attended by members of the Jamaica Constabulary Force and National Road Safety Council along with officials from several Ministries, Mrs Simpson Miller commended the team for remaining committed to the road safety programme. In an effort to meet the 240 or below target which was not achieved last year, the Prime Minister directed the team to strengthen its public education campaign by increasing the frequency of messages targeting pedestrians, cyclists and drivers.Signalling their dedication to achieve this year’s target, the committee acknowledged that it will require a two- fold strategy, involving a more comprehensive public education campaign, and the support of the police in enforcing the law. Choose rule added to majority of races, starting at Michigan

first_imgNASCAR officials announced Thursday that all three national series will use a ‘choose rule’ for restarts except at road courses and the superspeedways of Daytona and Talladega. The procedure will be in place starting with Cup Series and Gander RV & Outdoors Truck Series events scheduled this weekend at Michigan International Speedway.The rule was first used at the national series level in the NASCAR All-Star Race at Bristol Motor Speedway on July 15. The first points-paying Cup Series race for the restart procedure will be Saturday’s FireKeepers Casino 400 (4 p.m. ET, NBCSN, MRN, SiriusXM), the first of two events in a Cup Series weekend doubleheader at the 2-mile Michigan track.RELATED: New lineup formula revealed | What is the choose rule?The ‘choose rule’ procedure — which had previously been limited to local and weekly racing competition — offers a strategy play that gives drivers the option to start on either the inside or outside lane in a double-file restart. Drivers can opt for the preferred groove or make a bid for track position in the non-preferred lane.In Bristol’s All-Star event, race officials painted an orange “V” and box as a designated commitment point not far from the start-finish line on the track’s frontstretch. Competition officials indicated that the same marking will be used at Michigan and beyond.“It will essentially look the same,” said Scott Miller, NASCAR senior vice president of competition. “There will be a few subtle differences to handle wave-arounds and free passes and a full field of cars, which we didn’t have at the All-Star event. But it will look very much the same. It will be exactly the same up front, but just some subtleties to handle wave-around, free pass and things like that.”RELATED: NASCAR sets remaining 2020 scheduleThe rules will be in effect for all the remaining events except for the road courses/rovals and Daytona and Talladega, two superspeedways where aerodynamic drafting is most prominent. Miller said the reasons for excluding the ‘choose rule’ process from those venues differ.“There’s a couple of differences for each one of them,” Miller said. “For superspeedways, as we have all seen in the past, teamwork is kind of a key thing, whether that be between cars of the same manufacturer or cars of the same team, and if we have the choose rule there, we would just sort of be enabling them to get together much easier on a restart, and we feel like it’s probably much better to have that happen organically with a standard starting procedure.“Road courses are a little bit different situation. We will get the field to choose at the call from the tower of ‘one to go,’ and we do that sometimes at remote locations on a road course so we can get back to green quicker, and we wouldn’t have the ability to sort of manage the choose with the remote ‘one to go’ location, so we won’t be able to manage that so we opted out on the road courses.”As with the All-Star Race, if a driver fails to commit to a lane before the painted box or change lanes after the mark, the driver would be penalized by restarting at the tail end of the longest line. Community Health Castleton’s laboratory has received certification of compliance from the State of Vermont for the lab services provided in Community Health’s Castleton practice in Bomoseen, Vermont.The Community Health laboratory handles lab work for Community Health’s primary care patients as well as those from Castleton Express Care, and a separate outpatient lab service run by Rutland Regional Medical Center (RRMC) serves not only Community Health patients but any community member with orders from their provider. RRMC’s blood draw facility, located in a dedicated space adjacent to the waiting area in the Castleton practice, is staffed by RRMC.The lab hours are Monday-Friday 8a-12p, 12:30-3:45p.“Anyone can take advantage of this lab service as long as their orders have been electronically placed by their provider or they can bring a written order,” said Cathy Cota, Community Health Castleton practice manager.“This service eases the travel patients would have to endure,” said Cota. “Patients would have to travel to Rutland if this lab were not available.”Community Health’s primary care center in Castleton is also an Express Care site which provides the community local access to health and wellness services 365 days a year, including on holidays. During the week, the lab services are available to Express Care patients.In November 2020, the federal Health Facilities Administration conducted a survey of the Castleton lab and found that it was in compliance with federal regulations needed for re-certification. While Mrs Titre alluded to the fact that Dominica is a signatory to several trade agreements that prevents it from restricting importation of certain foods, she said the consumers must chose to buy health and wholesome foods. “Even if certain foods are on the shelf, you the customer, you have a right to use the education you have and make a right choice,” she advised.She further encouraged people “to eat what we grow and grow what we eat”. “I would prefer to go out there, buy the vegetable, and buy the fruits instead of going to buy a can of peas and carrots, or buy a can of fruits. It is always good when a country can produce its own food and the people are utilizing it,” Mrs Titre said.She said while consumers are complaining that healthy foods are expensive, “and some of them are” she advised them to take advantage of foods that are “in season and plentiful” as the prices are reduced during that time. Additionally, Mrs Titre advised consumers to get into the practice of backyard gardening to help reduce cost. “We are going further to encourage people to do their little back yard gardening. We all have a little space, and if the space is not big enough we say use containers”.World Consumer Rights Day, according to Consumer International, is an opportunity to promote the basic rights of all consumers, for demanding that those rights are respected and protected, and for protesting the market abuses and social injustices which undermine them.This year’s celebration was observed under the theme ‘Consumers Rights to Healthy Foods’.
